Although an approach cannot be made to the

Japanese Government by His Majesty's Ambassador, as

requested by Jardine and Matheson, I do not see that

we can prevent the firm approaching the Consul General

for Japan in Hong Kong on their own account. The

Foreign Office and Board of Trade should have copies

of the telegram, and in view of the urgency I attach

draft for conson.
